Reinsurance in Brazil - new guidance regarding the 40 percent cession requirement

On 11 June 2011, the Superintendence of Private Insurance of Brazil (SUSEP) issued an official letter which appears to water down the requirement imposed by Resolution 225 that at least 40 percent of every cession be placed with local reinsurers registered in Brazil. Insurers still have a positive obligation to offer this portion of every cession to all local reinsurers - however, should the local reinsurers not accept the risk, this portion can then also be offered to “admitted” or “occasional” reinsurers registered in Brazil.
